Referring to Major-General Gascoigne's Despatch No. 282 of the 3rd. June, 1902, I

have the honour to state that the requirements of the

Supreme Court and the Magistracy render it advisable that

the Staff of European Interpreters, which consists at

present only of Mr. Dyer Ball, who is now in his sixtieth

year, and Mr. Nolan, should be augmented by the addition of

a third officer.

2.

In the event of Mr. Dyer Ball's

retirement Mr. Nolan would probably be transferred to the

Supreme Court, whereby a vacancy would be created which,

in view of the scarcity of suitable Chinese-speaking

Europeans, this Government would have considerable dif-

-ficulty in filling.
